1. 52,17 - BEM - Bash'ir Landing
2. Kill Bash'ir Raiders, Spell-Thiefs, and Arcanist to get the BASH'IR PHASING DEVICE
3. Use the Device to go in the trance-state.
4. Loot the Smuggled Mana Cells off the floor - they are clear boxes.
Note: If you exit the Bash'ir Landing zone the Phasing device will fade. Also while you are in the trance-state the only mobs you will find are Mana-worms.
