The stats on this ring are nice for any caster, and Spell Haste is always useful. It's only good to a DPS if they're willing to splash out on a decent gem for it, or if they have total crap in that slot. If it didn't have a socket or haste, any mage or lock would be a total r-tard for rolling on it. But as it is, it's useful to all casters. There's nothing elsewhere at this level with spell haste.

Although it is primarily a healing ring, you need to look at whatever gear the person has to decide whether or not they should be rolling on it.

Would you roll need against a caster for a DPS item that's better than your healing item? In a PuG? Of course you would. If people are gonna be so uptight about others rolling need on gear improvements, don't play PuG with anyone who's undergeared. Simple as :/
