This is a created weapon, if you want it, level BS and make it.
As for this weapon being for any "specific" class, it seems like it's designed for Paladins and Warriors.
Reason 1: 3.8 speed is the slowest speed in-game, which makes this weapon a very good weapon for retribution paladins and arms warriors (Slower speed, higher bursts when hitting and SoC PPM increase) + the 127DPS = 3dps less than the Best retribution weapon in-game! Torch of the Damned, that is.
Reason 2: CoH 4 second stun... Hello? Mace specialization + Meta gem with CoH stun + Stormherald? could you fuck a druid more up?
Reason 3: Go play World of Warcraft before you ridicule yourselves on Thottbot.
