I have a 20 BE shadow and realized that the undead have some awesome power at 60.
So should I just restart with an undead shadow priest instead?
Do Blood Elves make good shadow priests worthy of an undead?

FWIW, the Undead have the best racials in the game for PVE Shadow Priests. Blood Elves still have good racials for PVP, but depending on what you want to do and how good you think those racials are, that will tell you whether or not you really want to reroll.
I rolled a BE shadow priest and played her into her twenties but found her miserable. The BE emotes are very annoying imo, their starting zone requires too much running around to level effectively, and I was extreamly frail. I believe UD would be a better choice.
Although I have not played an UD spriest I have rolled an NE spriest and the thing these two races have in common is in addition to their regular priest spells they each get a priest racial dot. Starshards for NEs and devouring plauge for UDs. Having that extra dot saved my life hundreds of times, not to mention making a huge increase to my dps. Devouring plauge is arguably the better spell for a spriest because it benefits from talents and does more dps at 70 than starshards.
Devouring Plague is awesome because it heals, and it does Shadow Damage. So this spell benefits from Shadow Weaving, Misery, Shadowform, VE, and VT. How much more synergy could you ask for between a racial and a class spec? It's pretty much begging you to make all Undead Priests Shadow.

Trolls or undeads are the way to go. Lets face it, Belfs have pretty sucky racials for pve. Wish i'd leveled a orc lock instead of belf:(

Very useful talent indeed in PvP and PvE. Its like Free insignia/medallion of the horde.
Devouring Plague:
A spell like Shadow Word: Pain with a healing effect but costs alot more mana, but when used with Inner Focus its Awesome.
Touch of Weakness:
Well its some of what useful. 80 dmg which can proc Black Out and Shadow Weaving and reduces Physical Damage done by 35. Its not much but still something.
Troll
Regeneration:
Some of what useful. But still its quite small amount of health what regenerates in combat.
Berserk:
10%-30% haste to any attacks depending of your current amount of health. For priests I don't find it so useful, because the spells you cast is already quite fast, and in most of the cases you use this when your health is full, so 10% haste isnt much.
Shadow Guard:
Does X amount of shadow damge when a damaging attack lands on you. This spell combined with Black Out talent is a life saver in Battle Grounds and Arena, especially when fighting rogues. Keep this spell up in batlle grounds and your chances to survive from any enemy is much grater. Also procs Shadow Weaving.
Hex oh Weakness:
Reduces the damage done by physical attack by X amount and reduces the healing done to the target by 20%. This is a very nice spell too in PvP.
Blood Elves
Mana Tap:
I'd prefer Mana Burn than this although its an instant cast and gives you buff which regenerates mana when you cast Arcane torrent.
Arcane Torrent:
Mana given is okay and if you're near a caster target then do the silence. But in many cases the casters know how to keep distance.
Consume Magic:
Dispels one beneficial Magic effect from the caster and gives them back mana about 660-700 when lvl 70. Some of what useful but it's a random buff that dispells, so it can be inner fire or Power Word fortitude or any other buff.

I rolled a troll priest. There was no particular reason but it was a good choice I presume.
