Simple answer, this is the same for mages, warlocks, and priests.

Whatever gives more +Stats and/or +Spell Damage/Healing or whatever stat you desire. If a staff gives you more than the main hand/off hand combo go with that and vice versa.

if you are feral or blance go staff. if ur resto got 1h and offhand
