Has the chance to hit bonus of this talent been nerfed, or is it a "blind" increase...something that you don't see but it's there?

Do you need an enemy mob targeted in order to see your actual chance to hit percentage against that particular mob?  What's up?

I saw no change whatsoever in the chance to hit percentage after picking up this talent, even at rank 3.
