15.7 haste=1% so say arcane mage (me) needs 157 spell haste for 10% thus reducing arcane missile cast from 5 sec to 4.5 sec ect.. 
im sry but i dont know the globle CD conversion ratio I.E. how much you need to get it to 1 sec (GCD haste cap)
