instead of banning tattoing why dont u campaign against cruelty to animals..

People have to start somewhere.  Think of it this way: if you take on an entire fleet all at once, you will have a much more difficult time doing so.  However, if you take on the scouts and patrols and work your way from there, you may eventually defeat the fleet with less casualties.
