I think it was just a mistake, but I'm not sure.

Anyways this is an easy quest you get it in the Human starting area. All you need to do is go to the back of the Defias camps and there will be Garrick Padfoot and someone else there with him, aggro them both, quickly kill Garrick then finish off the other one. Afterwards hand in your quest and get your rewards.
