Okay right now i have a lvl 18 Blood Elf mage and i am wondering at what level will i have the access to the abilities that make AoE grinding most effective?

I have a 48 mage atm.  But all my mage friends say quest til lvl 50 then AoE grind.  Make sure you put points into imp Blizzard and Permafrost.
