The way to find him is simple.
Just create a macro that says /target Blood Elf Bandit
Get an addon called MobMap, (which lets you see spawn points of almost any mob on your map) and put the location of Blood Elf Bandits on your map. Then, just go to each spot on the map marked with spawn points, and spam the macro. I did this, and I found around 15 Bandits in about an hour and got 3 masks.
His spawn rate? He is randomly spawned location wise, but he has a spawn rate of about 30 seconds to a minute. I have killed a bandit, and while looting and/or screen shotting, have him respawn right on top of me. (That can suprise you. The first time it happened, I heard something attacking me, and it sounded like a rogue. I was PvP toggled, so I thought another player was attacking.)
It helps to have a mount, and it helps to NOT toggle PvP. (Good luck on a PvP realm.) IF you're a hunter, keep Track Stealth or Track Humanoids on, and keep you pet passive. Nothing more aggrivating than having a pet kill it, then walking away thinking: I just KNOW he had that mask....
Lastly, be quick if you see him. It's a drag if somebody runs in just before you land your first blow.
