    Got this yesterday - if houndmaster stays up too long does not necessarily have all three charges - mine only has one charge and has not been used :(

      I think it is either random, or depends on your level.

      I'm level 70, and took someone level 33 through.  I killed him very quickly, and it showed one charge to me, but three charges to him.
