Ok very good points of notice in PvP on this mace.
Arms Warrior: Of course we all know you are bad ass, you have the hey i gain more rage and you are stunned talent and the mace stuns as well while you beat their face in with your hamma. Over all very damn good ^_^ i have had my ass handed to me by you people many a time you bastards.
Ret Paladin: Now in PvP this is just messed up, in a good way for you guys. You gain, a lot of hp (NEEDED IN PVP), Agi and of course str. But then the proc, now which seal are you always using in BGs and Arena? Command (obviously) and we all know that command when judged does more damage on a stunned foe. Good god help who ever you are fighting if you are specced right and in the right gear. Yes you do not get mortal strike or any of the better Warrior beat downs but stunning w/superjudgementintheface is just well...uber.
Enhancement Shaman: Believe it or not i have never seen enhancement in arena ever. O.o so i cannot say anything on this one.
For PvE this mace is not recommended at all..what the hell you going to do? Stun Illidan? HAHA No but seriously when doing raid in the 25 man bracket and ZA this is not the best choice though good front load DPS over all it just lacks that good luster of other weapons however...
Arms Warrior PvE: Now i see Arms in PvE a lot, they work, in raids they work and their debuff to make us do more damage helps. Stacked with ret paladin this is very critical at times for the Melee dps to work better. Now yes the talent in the arms tree says stun but it also says you gain more rage. While the stun may be just about useless the more rage is very good in terms of keeping up your heavy hits. Of course MS may not be useful in terms of Debuff i have heard things about Illidan being able to even heal himself. Now if this is true MS may be very useful on that fight.
However i have never faced Illidan so i could be wrong but in theory the 7 rage gain is very good but i would prefer the Axe spec w/Berserker stance for like 7% free crit chance. So it would be wise if you have this mace as Arms spec to have a very good axe on the side, the 150 badge loot axe in this case is your good friend. Although you can grab the Cataclysms Edge from Archimonde if you have the right raiding guild and DKP if you float that way. Though sword spec over all has a low proc.
In conclusion to the Arms Warrior using Stormherald in PvE it is a good choice in certain things just to gain more rage, it has very good stats, very decent base damage just again its proc is pretty much wasted in PvE. PvP its god, PvE it is only good due to the Mace spec giving you 7 so rage.
Ret Paladin: Do not use this in serious raids. Yes good stats but it would be better to have a weapon you could abuse. You unlike the warrior DO NOT have the specs to enhance your ability depending on what weapon you use thus well choose another. Personally my ret paladin for PvE has Lionheart Executioner and it works wonders due to the proc. (Sadly now i have to go after Blade of Harbingers) Nonetheless choose a better weapon. IF you do have this for PvP and its all you got use it, its not garbage for PvE because of its stats but it is outclassed by other weapons.

Even if they were to have this i doubt they would use it for PvE unless i am missing something. Again i do not know about the shamans except they allow the raid to pretty much shaq attack a boss.
