Im new to rogue class and wanted to know the best way to build combo points when in battle? 

Assasination is the best way to get a lot of combo points in. It's pretty good in PvP because it has a lot of crits and a lot of combo points allowing for a bunch of finishers, effectively dealing a lot of damage.
