You get the higher end leathers by skinning higher lvl monsters.

I'm not quite sure at what level medium leather starts dropping. But I know from the Horde side I started Skinning Medium leather off the creatures in The Barrens.

So I.E. The higher the lvl creature, the thicker the leather.
