OK I HAVE HAD ENOUGH OF EVERYONE COMPLAINING ABOUT HOGGER, IM A LEVEL 19 DWARF HUNTER AND I SOLOED HIM EASALY  AND HERE ARE MY INSTRUCTIONS : 

if your a hunter you can do this
 
First. make your pet attack him

Second. start shooting him. Use arcane shot, serpent sting, distracting shot, anything you have

Third. just keep attacking him, if your pet dies and he attacks you then use raptor strike as much as possible and you should be able to do this easy.  :):):):)
