You have to get the mission from Storm wind first.  As far as i know you will have to be over lvl 20 to obtain the quest.

You then have to go to Fray Island.  Make sure you are a high lvl before you try this mission.  You will have to fight at least 6 creeps who go up to lvl 27, as far as i can remember.
