However, you're forgetting that paladins don't only AoE tank.
i bought both shields for my prot pally because even though i lose a bit of avoidance from switching to this one, it's overall better for single target tanking [i.e. raid bosses]. i also split the enchants, 18 stam on this ( for single target ) and tough shield (some amt of block value) to sunward crest because on AoE tanking, you want block, so they take damage from holy shield/BoS.
however, boss fights you can aggro from other ways, so you don't have to rely on blocks, which later on becomes the least effective avoidance stat. yes, blocks get you threat, but threat shouldnt come at the cost of taking massive hits.
