You turn these in at either Scryer's Tier or Aldor Tier, depending on your chosen side.  The person has the title of Keepr of Sha'tari Artifacts.

ps I just got the gloves tonight.  For those that say Enhancement is a wasted spec... yeah, I came in 2nd overall damage for the run and only missed 1st by 8k damage.  We have our role (enhancement = dps) but don't limit yourself.  Our raid healer got silenced and my chain heals held out long enough for the effect to wear off.  Hybrid = shaman, single focus = warrior/holy priest.
