Got it. had to do lots of group qs though, this is where I found quests:

    Argent Vanguard

    Crusader's Pinnacle

The Fleshwerks (camp atop the mountains to the east)

Escort a priest in northeastern Fleshwerks (can only be done after the battle between the Argent Dawn and the Fleshwerks mobs has started)

Onslaught Harbor (camp on the mountainside to the east)

Onslaught Lockboxes in the Harbor drops quest start item

The Bone Witch (in a cave in southern Jotunheim)

    The Shadow Vault

Below Icecrown Citadel (entrance on western side)

Atop a hill in front of Icecrown Citadel and little to the east is a quest giver that ends in 3 5-man quests)

Inside the Underhalls in Northern Jotunheim (by the arena) is a mob that will give you a quest

On the Skybreaker is loads of quests, many end up in dailies but be sure to do them all as there are many chains aswell

In Sindragosa's Fall you'll find that little Matthias kid that also has qs in various other places I've mentioned. He's a ghost though, so might wanna check for the exclamation mark on the map

At the feet of the mountains that surround Ymirheim, is a camp on the eastern side with a few quests.

Can't say I wrote them all here but at least it could guide you a bit, most of the places you will end up if you follow questlines, though. Cheers!

I've counted 149 for Horde. All the locations are pretty much listed already.
This means that I got the achievement and then managed to complete 9 more quests (none of them were dailies).

http://thottbot.com/z210 page shows only 142 for Horde though.

For horde, you pretty much go same for alliance, exept the couple of camps down on the floor. There is Argent Vanguard, Crusaders Pinnacle Fleshwerks Onslaught Harbor (Deaths Rise) Bone Witch and her long chain quests. Arena in the northern underhalls of Jotunheim. The Horde ship. (They will send you to this invis. Goblin place eventually)  Do all the quests on the ship, you will get quests for Under Icecrown Citidel, which will lead you to a little ghost boy.  Then you can do the cunning quests with the Riders.
If you look at Fleshwerk, you can escort the priest, and as you do, (this was my mistake of not relizing) It drops a jagged shard from the Ghouls and if you collect 10 you go back to the Fleshwerk quest givers. He gives you 2 more. which in fact lead to the rest to get to your 140

      --Kaeliinthia
      80 Holy Priest
      Nathrezim.

How do you get to the quests with the little ghost boy? I'm stuck at 137 quests. I've completed all the group quests, the quests from the death's rise, the shadow vault, the arena, the general's orders, crusader's pinacle, argent crusade. And I'm still without 3 quests. But I know I haven't completed the ghost boy quests and I can't seem to find them. Help!

One chain I missed until end was around the little ghost boy. I found him again randomly (had done 2 mini chains of quests with him before) - no breadcrumb flying around looking for exclamation marks on my minimap. I was 139/140 and stuck with 4 group quests no one wanted to do.

        Quest line: Where Dragon's Fell

        Location: Sindragosa's Fall area

        All soloable

        6 quests in chain

There is another little chain with him in it - not inital trigger chain under Icecrown Citadel, but a line that starts with no breadcrumb when you find him on one of the battlegrounds you do dailies on (not sure of quest name - look it up by looking up his name. Not sure if you have to do that one before this one opens up or if this last one has a high level requirement (i.e. 80)as I didn't see it when I initially did Sindragosa area quests.

Plenty of quests though - previous guy said 149. I count 149 also and haven't really searched in out of way places.

If you get stuck looking for quests to complete this, head to Moonglade and make sure that you've done the emerald dream quest, http://thottbot.com/q13074.  If you're like me, at some point you lost the chain (probably deleted this one because it was in a pre-bc area).  Hope this helps.

You must do the quest Intelligence Gathering until you get "Note from the Grand Admiral" from one of the boxes. Intelligence Gathering will turn into a daily if you complete it w/o getting the "note". Once you get the "note" whether you do it as a daily or not, it starts a 4 quest chain. I was stuck at 138 for about a week. Good luck!

Drop Quest some may miss :

At the fleshwerks there are Spiked Ghouls, they drop a jagged shard that starts a quest to collect 9 more off spiked ghouls.

I suggest you get this drop and then start the priest 'escape' quest as you can kill them on the way with his help.

Inside the saronite cave in Ymirheim there's a single group quest aswell.

Edit: Answering my own question in case anyone else has the same one - group quest Need More Info can be easily soloed (might take a few lives, but it's a progressive thing, not just one fight) and opens the way to a couple of single player quests.

      DEATH'S RISE - UNLOCKED!

Okay. So you're at like 130-135 of 140 Quests in Icecrown. You can't get quests at Death's Rise and you're thinking "F#^* YOU BLIZZ - WTF!!"

Rest easy my friends, here is your SALVATION!

In Ufrangs Hall (entrance at around 38.22) there is a quest giver named Vaelen the Flayed (near 40.23 inside Ufrangs Hall) that is EXTREMELY easy to miss. This NPC gives you:

      GET THE KEY - http://thottbot.com/q12949

      Which leads to:

LET THE BARON KNOW - http://thottbot.com/q12951

Once you have completed this short quest line,  two things will happen:

      1) Vaelen the Flayed will be freed and will move inside The Shadow Vault and become a quest giver.

      2) Three new quests (as well as some other dailies) at The Shadow Vault will become available to you that were previously inaccessible no matter what your level, reputation with Ebon Hold, or status in Icecrown.

Completion of these three quests will give you:

TO THE RISE WITH ALL DUE HASTE! - http://thottbot.com/q12806

Which is the first in a chain of quests at Death's Rise.

      Congratulations! And You're Welcome!

      Sincerely,

Darkscythe - 80 Blood Elf Paladin - Malorne
Onyxx - 80 Blood Elf Mage - Malorne

But he's right, there are quite a few quests there that you can't access without getting through that one single quest. it's not long, it's just really easy to miss.

You'll probably end your questing at Valhalas, which ends up giving combat quests much like Amphitheater of Anguish in ZD.
