I don't know but someone said you have to do quests in 'Skorn' to get her to give quests. I don't know where you get the Skorn quests either. It has to be some thing like killing the Vyrkul there. Can anyone help? I want my Worgen pet!

to get the skorn quests do the quests from chieftan ashtotem, he eventually gives you a trinket that u can use to summon a guy at the entrance to skorn who gives u three quests to do, also a item pick up quest in skorn to kill boss while you are there. after doing quests( i suggest using the trinket to dismiss the guy instead of having him help you, he has very little dps and just too much trouble to worry with) turn back in to the summoned guy and go back to ashtotem, after that this quest is acceptable from the old lady standing next to him.

Yes you need to finish Skorn quest and then Ankha is available.
