Because it's not an actual item, it's a token used to buy an item.

where do you use this as a token

I believe you turn them in at the cloth store kitty corner to The Violet Citadel in Dalaran(if you are standing at the bottom of the stairs having just come out of The violet Citadel it is the shop right in front of you across the road).

The person you turn them into is directly on the left as you enter the shop.

If you are a priest or a warlock, you turn the item in at the cloth store. If you are a paladin, you turn it in to the Plate vendor in the Magus Commerce Exchange, very last building on the right and bottom of the arc of stores. If you are looking at the map, the building is the rectangular-shaped one diagonally below the Antonidas Memorial.

Coords for entrance to this building are 44,30, and you want to turn it in to Griselda Hunderland. She is to the left of the counter on the bottom level of the store.
