I know of a couple good places to find it
1) Western coast of Menethil/Wetlands
2) northwest coast of ashenvale by naga

obviously you do have to swim around to find it and there's a chance you'll have to race someone to it. I recommend using sea lion form if you're a druid :)

  my favourite place for it is longshore in westfall. bunch of low levels on the beach wont notice you even if your an inch away if your a high level farming it.

    the entire coast of westfall is an excellent place to find stranglekelp.
    
    and if you work on your fishing skills, you can pull oily blackmouths out of the water there as well.
