Just to summarize the information about this:
You get this from "Honest" Max in K3 in Storm Peaks BEFORE and only before learning Cold Weather Flying.
You can only mount this in Scholozar Basin, Storm Peaks, and Ice Crown.
This will stay in your inventory, it's not learned like other mounts.
You get to keep it forever, even after learning Cold Weather Flying.
This can be mounted while in combat to escape.
It is 60% flight speed, same as all normal flying mounts, so unless you have a particular reason to fly elsewhere in Northrend, you might as well save that 1000g to put toward Artisan Riding if you don't have it already.
EDIT: As of 3.1.0 you can no longer use this while in combat.
