He goes in a circle starting from East binding, goes down to the road, follows the road to west binding and turns around.

He walks from one binding to another. Easiest way to find him is to split your group up and head for each binding.

This is what he looks like. He has 3 kobold minions, each with a different 'class'. (One shoots fireballs, one tanks, and the other casts minor heals). Unfortunately, I killed the 3 minions and then Fozruk killed me. This is a pic of him standing alone.

How we did it, 45 Mage and 37 Warlock.
First we killed one of his minions with massive burst damage (fire spec mage, imp, DoTs), then retreated until they all deaggroed. Repeat for second and third minion. After the kobolds die, Fozruk is still a challenge, but much easier; we kited him around with fire blasts and frost nova mainly, the warlock and imp kept up the damage, and he eventually fell. Consumables used: One greater heal potion, one mana jade. One piece of advice: watch for adds. Wait until he comes to a relatively open area... we tried it the first time, a Burning Exile added, and we died. He does NOT despawn by dominia, Score 0.00 Another strategy by psynide, Score 0.00
Spawns 20-30 yards NW from the circle of east binding about every 20 minutes.

2. Finding Him: Agree, split up your party and stakeout the circles. 3. Killing Him: Take out the kobolds first. Fozruk isn't that hard. But watch out for other monsters. When I did this the minions were already gone so I suppose a group attempted it earlier. All talents were spent in frost and I had to use Ice Block a lot. This was the second time I tried, first time when i was down on Hp+mana and waited too long. Fozruk lost aggro and sprinted away (Problem caused by kiting him half way across Arathi Highlands. Tips:

I'm a warlock lvl 38, tried this one with a friend. I used a curse on one of the kobolds. Looked good for a second, but then all four of them came at us and hit us like a whole truckload of can of whoop ass! I still haven't recovered from that traumatic experience...
Anyway, can a warlock pull the kobolds one at a time, or do you need a priest for that?
45 hunter beast spec solo is no problem.
I just killed Fozruk then mage, then the other two weren't doing any damage to the pet. Used Multi-shot, then explosive trap, fiegn death, beastial wrath, rapid fire, healed pet till he dropped, wasnt instant but was no biggy, I had over half mana, full health and pet was about half health, the other 3 pip squeaks were crap. Easily soloed as 42 druid, since he's been deelited. Also his spawn time has been reduced a lot.
WARNING: 2 first kills didn't give me loot! WTF?!? he wasn't tagged, and I killed him alone. No error messages, but no loot. On the third kill finally. I did the Q myself... but I had to try a couple of times. First I had a lot of trouble finding him... them I sort of got killed a couple of times. At last I succeded... I spawned after dying, but they spawned just as quick. Then I hurried killing the kobolds ( they die very fast) and then I used a healing potion and killed Fozruk. After killing him...It´s very important to get away from there fast because they really spawn fast.

When I killed him and he instantly respawned, and I ended up fighting the second because it aggro'd me. Be careful. Also, instead of patrolling, he was just standing around near the Circle of East Binding. I sap one of the little guys then start killing the other two. Not much more than a second or two after I start attacking Fozruk the two little guys that I killed respawned on top of me! I barely kill Fozruk and all the little guys again but it lags slightly as I try to loot any of them and then says "You don't have permission to loot this corpse." After about only 10 seconds, all the bodies disappear with all the loot still on them.

I killed him before I handed in the keys at the circle of inner binding cos I thought he looked like a challenge. lvl 38 elf hunter.
The kobolds went down with 2 arrows as tho they were level 20's or something even tho it sed 39. Fozruk went down by not aggroing too much and letting my pet take the damage, healing every so often. Re: Fozruk by Mikoruk, Score 0.00
He is not elite - managed it easily with a level 41 shadow priest - holy fire each of the adds with shield up, scream at him - then go finish him off...

As 38 shammy its possible, just make sure to keep all totems up at all time, Grounding as often as possible, cose one of the adds is caster, u need one healing pot, and stoneclaw totem at start. IF WF procs as it should u should die just after u loot the big guy.
I killed him pretty easy as a solo lvl 41 orc warrior without using retaliation. I did use a Scroll of Protection II and Scroll of Strength II. I just charged and focused my attack on him. After he died, his minions went down easy with one hit even though they were supposed to be around lvl 39. The whole attack brought me down to about 66% of my HP.
Solo'ed him with lvl 43 Hunter and lvl 28 pet :D
between now and when some of the other comments were made blizzard has made Fozruk non-elite and the result is a 15-foot stone pussy. Seriously his followers have like less than 200 health so even a single weak Aoe spell will take care of them. Then Fozruk himself has alot of health but hits soft and slow, resulting in a (possibly long) easy fight
Tried to solo him as a lvl 36 rogue.
Killed all his minions easily but stealth -> sap , wait for the main group to go away , kill the saped target , repeat. As for Fozruk himself...epic failure. Physical attacks are a bad idea.He resists Cheap Shot stuns and most probably Kidney Shot as well. He resists poison most time and when you can finally apply it to him he resists about 70% of poison damage. My best guess for rogues is Garrote -> Rupture -> Expose armor -> Repeat
Took me one try, and by my self too. Level 39 arms warrior though. I hit Gift of the Naaru then Retaliation then Bloodrage, charged Fozruk spamed cleave (reminder:I didnt think I would live I just had no one around I could ask to help) to my surprize the minions died quick! But when they did i spamed Heroic Strike untill he died. I sat outside Stormgrade keep for him, took him about 5 min to show.
I put a screenshot of it here, it said it takes less than 24 hours.
This group spawns at precisely 64, 27. I have found that the respawn rate is more like every 30 seconds to 1 minute. Most times they spawn 10-20 seconds after their bodies disappear, but I have had them spawn while their bodies were still there.
Fozruk is a level 42 Giant. His special move is a one footed stomp that aflicts you with 'Ground Tremor' that knocks you down and stuns you for 1 or 2 seconds. His companions are Znort a level 39 melee, Sleeby a level 40 melee, and Feeboz a level 39 mage. They each have little hit points and can be taken down easily with area of effect damage. You need to be careful because this is just northeast of the Circle of The East Binding. The elementals, Cresting Exiles typically stay near the center stone, but occasionally one will wander nearby and cause you grief. I farmed him for about 20 kills as a level 42 Paladin and had absolutely no problems. He should be able to be taken solo at lower levels too. Typical loot will be 7-8 silver total, silk cloth, mageweave cloth, and an occasional item. His drop rate for greens and the blue items seemed to be very small.
Lol. Pretty decent solo as a 38 Rogue, had a bit of a hard time, almost died with 200 health. Mainly because 2 level 34 ac tried to gank me while i was killing him, didnt bother with the Fozruks minions, they only hit like 7-9 damage and did like 79 with firebolt, although fozruk does have a decent amount of health, downed fozruk vanished and got the two alliance trying to gank me.
I've been waiting at 64,27 for a few minutes now. Guess no one's in the mood to kill him. I killed him two times before this...
I'd chase him down, but he'd probably spawn halfway before I reached West binding. I'm guessing his path is Outer Binding, Inner Binding, West Binding, but he might not despawn when he hits West Binding any more, since I killed him South of there travelling South. I also killed him at Outer binding... Hrmn.
very easy with lv42 frost mage ;)
