The location is correct. But you'll have to spawn him. To do so you have to Locate a flower that looks like a Swiftthistle and use it on the altar. Then he'll spawn and walk to the altar. He will not aggro on you as he spawns as he is by the water when he spawns.

Thottbot is correct. Dagun is located on the small island way northeast in Duskwallow. However, you must summon him.
Clear the island of murlocs, one of them will drop an enchanted kelp which must be used to summon him. Make sure that the area near the altar is clear before attempting to summon. He'll show up by walking out of the water. He's a jolly green giant, hard to miss. Not too hard to kill, but hits for around 200 and has a lot of hitpoints. Happy hunting! I just solo'd this part as a Gnome Frost Mage at lvl 43
Again: only the ORACLES drop this herbal, but you would still need to kill a great deal of warriors so they wont gang on you when they fighting starts. When the herbal finally drops from the oracles (mine dropped at the ninth, i guess i am lucky since Thottbot says 5%, which is 1 in 20) I used the herbal on the althar and apparently nothing happened, but then i turned around and saw the giant elite mob, very un-murlocy. Haha, I love it when Blizz makes references like this. Dagun the Ravenous is based off of Dagon, a Deep One worshipped by the cultists of Innsmouth in H.P. Lovecraft's novels. It's not just the name, though. The Murlocs who worship him look very similar to the fishmen of Innsmouth.

After killing oracles for about an hour, I finally had 1 seakelp drop, and when I spawned Dagun, he didn't even drop the quest piece for The Star, the Hand, and the Heart. I came back the next day, got the seakelp within about 15 minutes, and when I killed him he dropped Underworld Band. Needless to say, that more than made up for the time I spent trying to get a seakelp

So, i used about 1 hour to get the kelp.. and under 10 sec to kill the boss after summoning.
All i had to do was to summon. Get upon the hill, PB, FB,FB, fireblast, nova etc etc etc.. dead,, easiest kill ever. Perhaps they've made the drop easier - first Oracle I killed on the island dropped the enchanted kelp.
I would suggest go to the island where the altar is, and kill the Oracles there, just to be sure. Maybe just the oracles on this island would drop it.
Dropped on my 4th kill. It took longer to get there than this piece of the quest. Got it off a Mirefin Muckdweller. Must be my lucky day. LOL

I ran this with *two* level 70's from my guild because the drop rate was so terrible. I video'ed the whole thing; we killed six hundred and ninety four murlocs before the drop happened. Before running this stage of the quest, I definitely recommend you get some high-level guildies to help you just wipe the murlocs...otherwise you'll never get it.
Unbelievable...I know Blizzard has designed this game to keep you in as long as possible but the drop on this is RIDICULOUS. There is no way this is a 5% drop rate. A guild mate and I killed 118 Murlocs, 68 of which were Oracles...no drop. By my calculations that is a big, fat ZERO PERCENT DROP. I have tried every island and killed every stinking murloc out there...does anyone have any other suggestions?!?
Been here for 2 hours now.
I'm a lvl 42 Tauren druid, balance spec. In other words I pwn. I've killed about 80 oracles now. Not even counting the muckdwellers. I had 100 mana drinks when I started. I'm now down to 40. If this shit hasn't dropped when my drinks are out, I'm dropping this quest, never looking back. And no, the measly 2 bars of EXP I've aquired while endlessly killing murlocs does not excuse or make up for the poor droprate. I hate Blizzard with all my heart and soul, because I now realize they've conned yet another 2 useless hours out of my monthly $15. If I'm ever involved in making a game, I'm gonna create a race not unlike Forsaken, and one of them bearing the name Ashuram is gonna offer a quest that involves bringing about the destruction of a large and wicked enslaving, wealth hungry ...guild... known as SnowZZtorm. The rewards and EXP and rep will be immense. I don't even know why I play anymore. EDIT: Finally got the damn kelp with 14 drinks left. It's a good thing Dagun was so easy, I would've gone insane had I spent all that time for nothing. Summoning consumes the kelp!

the drop rate for this enchanted stranglekelp is so BAD it makes me never want to play world of warcraft EVER AGAIN!!!!
i urge you to drop this quest right now if you have any value of time... ive spent about an hour and a half goin back and forth between the two islands clearing the murlocs... the worst part is im not even getting any xp because my character is too high level...
I spent a good two hours there last night and no kelp. I find it very frustrating because the murlocs spawn so fast that I can barely even get to the oracles to loot them. Some of them I can't and it would be my luck that the kelp is on one of them.
I am a lvl 44 druid night elf - balance and I am wondering how the tauren druid pwns at lvl 42 with balance when I seem to run out of health and mana and die faster than toons lower than me. I am convinced I am doing something completely wrong - just don't know what.
FWIW: After about an hour of fruitless Oracle-cide, I gave up, climbed to the top of one of the hills on the island (far enough away not to aggro anything), and logged out. A few minutes later, after checking on my banker 'toon, I decided to give Dagun another try, logged back into my main 'toon, and sure enough, the very first Oracle I hit dropped the magic kelp item.
YMMV, but I've used this logout/login 'trick' in a couple of other situations, and it does seem to help sometimes... As others have noted; Dagun himself was a pretty easy kill... Re: Dagun the Ravenous by pugduck77, Score 0.00
this quest is waste of time if u, like me are grinding reputation. took me 2 hours, before i gave up finding the damn thing
spent 45 min 1 shotting these things (on both islands). i never knew i could hate these lame little lvl 36 mobs so much in my life. i hate you blizz for making me go through this, and im still in awe of your ability to absorb my simple mind so thoroughly
