Ok Pratt McGrubben. In Feathermoon, side of the Inn, near the shore, Do the "Wild Leather" quests from him, Total 5, the others he gives are just w/e good exp though then he will give you a letter going to Darnassus, Talk to the Expert leatherwork trainer there, then he will send you to the Tribal Leatherwork trainder in Thalanarr or something.. near Thousand Needles, then she will give you a quest for you to learn Tribal Leatherworking, If you have Wildvine keep them you will need them to complete a few of these quests, the rest of the training for this tribal leatherwork is done on recipes I guess..
Done these quests a couple days ago. lvl 45 leatherwork @ 260.

You can only learn the two off the trainer in Feralas, the rest is learned via patterns found throughout the game. Wolfshead Helm is available at 225 and the Feathered Breastplate at 250 LW skill.

1. Can a Horde member get Tribal Leatherworking?
2. if 1-question was yes, is it done the same way?
3. Does it replace the ordinary leatherworking???

Well, some.
Horde can get Tribal Leatherworking -- it's NPC is in Stranglethorn Vale. I only know to look around the general area of 37, 37 but I could be wrong as I'm alliance, but I've seen the guy a lot. He's a troll in one of those little troll "gazebo" structures I guess.
Anywho, Tribal Leatherworking dosen't replace normal Leatherworking, it's an addition to it. You'll still be able to retain knowlege of all your previous patterns, but you'll have access to a special selection of other patterns. However, you won't have access to the patterns of other specializations, so it's a good idea to select one that benefits you the most.
With patch 2.0.3, a lot of patterns that were pre-existant to the patch were despecialized, but by returning to your training NPC, s/he'll give you a selection of new patterns -- however, the items you create are Bind on Pickup and are made to benefit you alone.
So if you're a Rogue or hardcore Cat Feral Druid, go Elemental Leatherworking. Most druids, you'll want to go Tribal Leatherworking. Hunter or Shaman: Dragonscale Leatherworking.
It's also unknown to me if the Shifting/Chromatic/Hide of the Wild are still specialized. I'd almost think that they aren't anymore, as they have despecialized all the Reputation reward patterns from Thorium Brotherhood and Cenarion Circle which include many epic crafted pieces.

she is not in feathermoon stronghold, Pratt McGruben is (he starts you on the Wild leather quest path which is required before you can start on the Tribal quest).
Caryssia Moonhunter is actually along the border between thousand Needles and the part of Feralas that is connected to the mainland at at what is called Thalanaar. There is a flight path here as well.
but she now teaches 5 NEW recipes, and if you are a LW (esp. a tribal one), and haven't 'gotten your gold worth' out of them yet, then look these patterns up -
*Wildfeather Leggings - available @ lvl 45, and BoP (when you make them; they are just for you)
* Living Crystal Breastplate - also BoP; you get it at 65
* the awesome Windhawk set - all 3 patterns, right from the trainer:
*Windhawk Belt
*Windhawk Bracers
*Windhawk Hauberk

i've gone 0->375 LW just for the windhawk set (as a resto druid). The bracers are awesome, the belt is great, and the chest (when used to complete the set) compares to the restoration t5!
Then you add the +spelldamage (if you're a dreamstate build), and its just perfect. Druid gear at its best, great for moonkins and trees/pvp healers alike :)
I got the letter and delivered it to the Darnassus trainer, but he didn't give me a new quest or even mention the tribal leatherworking trainer in Feralas. If I go there, will I still be taught tribal leatherworking?
FOR ALLIANCE:
The path to becoming a tribal leatherworker starts at Pratt McGrubben, a vendor in Feathermoon, Feralas. There's a flight path there, he's right next to it under a stone structure. The first time you talk to him, he has two quests, assuming you are the appropriate level for them both. The quest Mark of Quality is not necessary to complete to become a tribal leatherworker. The other quest, Wild Leather Armor, is. Complete it for access to two more Wild Leather quests. Completing those will give access to the last three Wild Leather quests, and when those are all done, you will be given a final quest, to deliver a letter to the artisan leatherworker in Darnassus. Each Wild Leather quest, apart from Wild Leather Armor, will reward you with a recipe for the Wild Leather item sharing its name with the quest.
If you go to Caryssia Moonhunter after delivering the letter, she will have a quest for you. Once you complete the quest, you are a tribal leatherworker.

If you add it all up together, you need the following items to become a tribal leatherworker (threads not included):

That includes the materials to complete the actual Tribal Leatherworking quest.
Turtle Scales can be found by skinning turtles. The east coast of Duskwallow Marsh has a few turtles, but those rarely drop scales. Tanaris also has a few turtles along the coast. The passive ones drop more scales than those in Duskwallow, while the aggressive ones drop a few more. The best place to get them is the east coast in the Hinterlands, where you can often get two scales off a turtle. They are not aggressive, except for two of them that are, one of them an elite.
If you know a herbalist, ask him/her about Wildvine. If you can't get them that way, they will often be sold at the Auction House, though at a rather high price.
Cured Thick Hide requires Thick Hide and Deeprock Salt. Deeprock Salt can drop off various earth elementals around the world, and Thick Hide can be found while skinning.
Most of the recipes can be taught by your current leatherworking trainer, either in Darnassus or Aerie Peak, Hinterlands. Turtle Scale Gloves, however, is a recipe, sold in limited quantity by Pratt McGrubben (the very same). He restocks around once every half hour, but he could easily restock one of his other recipes instead of this one. Also, since there are so many people who want this, it can be hard to get even when he does restock it. I recommend finding a leatherworker who has it and get him/her to make it, or if you really want the recipe, to look in the Auction House.
FOR HORDE:
I'm really running off assumptions here, but the Horde has similar quests and NPCs to the Alliance side. Jangdor Swiftstrider in Feralas gives the Wild Leather quests, and Se'Jib in Stranglethorn gives the Tribal Leatherworking quest. And yes, Turtle Scale Gloves are still a limited supply item sold by Jangdor. So, replace the names and locations in the Alliance lists with these, and you should have the Horde list. Unless I'm wrong here, of course, but it's the best I can do.
