Just avoid all Booty Bay quests and it's a lot easier. I started killing the BB members in Faldir's Cove at 39. It's slow going, but you get loot and XP unlike the bruisers later on. I got the "friendly" rep at level 44 (rested most of the time). Sure, you have to avoid the entire cartel, but I did it with an alt anyway :P This seems like a more practical way to do it, if you're doing it alone that is. If you have a group that all want the hat too, might as well wait for bruisers and do it much faster. I'll repost when I get the quest and my hat :)

Seems like a good idea, I'll have to check out that cove when I gets a bit bigger! (currently lvl34)

But it's a shame that you can only get the quest to get the hat (once friendly) at 60, guess if I tried declaring war with Booty Bay at the moment I'll be stuck on the bottom of their boots! :p
Something to look forward to later on.
Never liked them Goblins anyways the bunch of rip off merchants!

edit: P.S. Don't do the escort quest in Razorfen Kraul, although it doesn't say Ratchet, it is Ratchet rep + a bit of Booty Bay will be added.
Also if Horde, the female Goblin at Splintertree in Ashenvale asking for the Deadly Blunderbus and the Satyr Horns says that she represents Orgrimmar.. she's not, she'll give you Ratchet rep too!
