      Horde can buy the cook book in the fishing village on the west side of Desolace.  I believe Alliance can buy theirs in Ashenvale.

      you can buy many cookbooks at the AH as well.  I got to 225 that way.

      in sw there a cooking trainer. you will find him in old town. in a out pub . there is a mailbox outside. also there is a guy up the stairs that teaches kool cooking things.
