The laughing sisters in Raynewood (level 25ish) will provide the phial(they are to the west of the road heading to Felwood).  Then you go back and follow the main road to the east toward Splintertree Post and just before you cross the Falfarren River there is a path that will lead south.  You have to kill a few ghostpaw howlers and maybe a spider or two but it takes you straight to the moonwell.  Click on your phial while standing in the well and your done.  Really not hard if you get it right the first round! DON'T FOLLOW THE RIVER!  For Horde it leads to Silverwing Grove (Elite Elves).  Good luck!
