My roomate got the pendent from hord terriotory as aliance, because his first druid was horde and he simply left after he got the quest on are allaince server, I know this because I asked where it was, and he told me the horde  locations, I told him in't it in westfall and he said he didn't find it there.

SO you could at least a few patches back do it the hard way...I of course didn't
