Fury and Enhancement (more recently) both need to have a lot of +hit due to the dual wielding penalty. The reason this is not well suited for a rogue is it has 24 STRENGTH on it. That's 48 attack power for a shammy, or a warrior, but only 24 for a rogue. Hence, a fury warrior or enhancement (dual wield) shammy have priority over an arms or enhancement (2hander) shammy who in turn have priority over a rogue.
