if it's Arcane Dust you mean, you get it from disenchanting green level 65-70 required items

  No, not arcane dust, requires: "Mana Loom". Like to create Mooncloth you need to be near Moonwell.
  So where is "Mana Loom"??

Mana looms are similair to alchemy labs, only for tailors. I beleive they can be found in most major cities, and a few neutral ones. They're always next to the tailoring trainers.

  I know, at least in the BE main city, you can ask a guard for where it is; the mana loom.

The mana loom in Shattrath lower city can be found next to the tailor. Its a blue glowing BBQ between the Mooncloth and Spellfire Specialist

There's a mana Loom in Silvermoon City. Just ask the guards for directions.
